Updated Report on Report on the Importance of Legal and Institutional Reforms in the Nationally Determined Contributions (NDCs) of the Paris Agreement

Led by University of Cambridge researchers Maeve McDermott and Valeria Zambianchi, this report finds that of 186 first-round NDCs, 169 explicitly mention legal and/or institutional reform; 14 implicitly mention legal and/or institutional reform; and 3 make no mention of such reform.  Further, 99 of 186 first-round NDCs call for the scale up of legal capacity to meet domestic targets under the Paris Agreement. The report emphasizes the growing importance of law and governance innovations for mitigation, adaptation, finance, and other key priorities.
