
Dr. Jellie Molino
Dr. Jellie Molino, Ph.D. (Turin), LL.M. (GW Law), Executive M.B.A. (AIM), J.D. (Batangas), B.A. (UP Diliman), is an international legal and policy expert specialising in sustainable public procurement, climate change law, and governance reform, with extensive experience advising governments, multilateral development banks, and international organisations. She recently completed postdoctoral research at Hughes Hall, University of Cambridge, where she led research on climate change, procurement, and private law. She was also an observer in the LL.M. programmes in Corporate Finance, Corporate Governance, and International Law of Global Governance at the University of Cambridge in 2024-25.
Her global advisory work includes senior consultancy roles with the World Bank Group, supporting sustainable and green public procurement reforms in countries such as Bangladesh, Angola, Brazil, India, Vietnam, and the Philippines. Her work spans policy framework development, legal and regulatory reform, training programmes, diagnostic assessments, and practical implementation tools to integrate environmental and climate considerations into procurement systems.
She has also worked with UNOPS, UNEP, UNDP, and the International Finance Corporation, contributing to global guidance on low-carbon procurement, inclusive procurement, and procurement system strengthening.
Earlier in her career, she held legal, academic, and advisory roles with the Asian Development Bank, the Supreme Court of the Philippines, and other government institutions, focusing on procurement law, environmental governance, and institutional reform.
